Johnson explained that Vought is tasked with determining which government programs and personnel are essential during the shutdown, a responsibility he described as difficult and unenjoyable.

Johnson criticized Senate Democrats for not cooperating with Republicans to end the shutdown, stating that the House had already passed a clean continuing resolution to extend government funding. He argued that by not working with Republicans, Democrats are giving the president significant control over federal funding decisions, which has led to the withholding of funds for certain projects, particularly in states led by Democrats.

House Speaker Mike Johnson just held a press conference to address the government shutdown. Let's play a bit of what he had to say. But in this scenario what they have to do is make very difficult decisions that most of the responsibility falls to Russ Vogt. He's the director of the Office of Management and Budget as you go, as you know. Whomever is seated in the chair at OMB during a shutdown has to do the same thing. Russ does this reluctantly. We had a 45-minute telephone conference with him yesterday. He talked to all the House Republicans. He takes no pleasure in this because Russ has to sit down and decide, because he's in charge of that office, which policies, personnel, and which programs are essential and which are not. That is not a fun task and he is not enjoying that responsibility. And it could end today if the Senate Democrats would come to their senses and do the right thing for the American people. But if they don't and if they keep the government closed, it's going to get more and more painful because the resources run out and more and more things have to be reduced and eliminated. Now when he sits down as the director of OMB... All right, CBS News congressional correspondent Nicole Killian was at that press conference. She joins me now to talk about it. Did we learn anything new from Speaker Johnson? Any sort of indication that he's willing to meet the Democrats where they are? Well what he said and what he told us is that, you know, he has nothing to negotiate. So even if Democrats say that they want Republicans to come to the table, he said, I don't have anything for them because, to his point, you know, what we have put on the table and what we passed in my chamber was this clean continuing resolution to fund the government for the next seven weeks. No poison pills, no policy riders, no gotcha things in there, just a simple extension of government funding. So his point is, why would I sit down where there, you know, I don't really have anything to negotiate at this point. What you heard him responding to there, though, was a question about whether the president has constitutional authority basically to enact these potential mass layoffs, which the Office of Management and Budget has threatened. Furthermore, we have seen the administration also hold or withhold funding for certain projects, in some cases climate projects, some eight billion dollars in climate projects in about 16 states, mostly blue states. We also saw the Transportation Department put an 18 billion dollar hold on funding for infrastructure projects in New York City, which happened to be the home of Democratic leaders Chuck Schumer and Hakeem Jeffries. So what he said is, you know, by Democrats not working with Republicans to extend government funding, in essence, they're handing the president the keys to the kingdom, to use the speaker's words, and so that's why he says there could be more potential paying a hat.
