Reuters was not able to independently verify the location or the date when the footage was filmed. An emergency official said among the dead was a family of five, including the child, who had failed to escape the wave of water that flooded the lower ground floor home. Their neighbor, Anastasia, said the child's parents and two grandparents also died. The doors got blocked because of the amount of water coming in, and unfortunately, I think that's how those people died. The water levels started to rise very fast. The doors got blocked and they could not open the doors. Another neighbor, Marina, said her daughter cried as she asked if they would survive. I said to her, we will survive. We are going to jump from the balcony. We will do something. Maybe someone will come and rescue us. It was terrifying, terrifying. Almost two months' worth of rain fell in just seven hours, Odessa's mayor said in an earlier telegram post, while regional authorities said on Wednesday the downpours have continued for a second day. Ukrainian President Volodymyr Zelensky called it a horrific situation in Odessa and said he has instructed the deputy prime minister to conduct a full review of operations in the region.
