The plan calls for an end to military operations, the release of hostages and prisoners, disarmament of Hamas, and the delivery of humanitarian aid. EU officials, including Foreign Chief Kayak Kalas, Commission President Ursula von der Leyen, and Council President Antonio Costa, expressed their commitment to the plan's implementation. German Chancellor Friedrich Merz described the proposal as the best opportunity to end the war and pledged Germany's support for reconstruction efforts if the agreement is successful. 

The plan also addresses the prevention of forced displacement, the alleviation of hunger, and the establishment of conditions for Palestinian self-determination. However, Israeli Prime Minister Benjamin Netanyahu has publicly opposed the prospect of Palestinian statehood, raising questions about the plan's full realization. Several EU countries have recently recognized the state of Palestine, further highlighting the complex political landscape surrounding the proposal.

We see this as work for a near East, in which one day Israelis and Palestinians can live in peace and security in two states. The proposal includes, among other aspects, an end to military operations, the liberation of Israeli hostages, the release of hundreds of Palestinian prisoners, disarmament of Hamas and the unimpeded delivery of humanitarian aid. Everything that serves to avoid the forced displacement of the population, to end the unacceptable hunger, to achieve the liberation of all hostages and to end this massacre of innocents, too many already dead innocents. Recent days have seen several EU countries recognize the state of Palestine, and Trump said conditions could be in place for a pathway to self-determination. Israeli Prime Minister Benjamin Netanyahu, however, said he would forcibly resist the prospect of Palestinian statehood, casting doubt on whether the 20 points can be realized in full.
