The U.S. government shutdown has entered its second day, with lawmakers in Congress unable to reach an agreement on a funding bill. Federal buildings and parks are closed, and hundreds of thousands of government workers have been furloughed. The White House has indicated that mass layoffs could occur if the shutdown continues, and agencies have been directed to consider reductions in force and program cuts that do not align with the president's priorities.

Union groups have already challenged the threat of layoffs in court, arguing that such actions may violate laws governing shutdown procedures. While bipartisan discussions are ongoing, there is no clear indication of an imminent deal, and Senate leaders remain entrenched in their positions. The next opportunity for a vote on a funding bill is expected soon.

Or other big story this morning. It is now day two of the government shutdown and lawmakers remain at an impasse. The Senate will attempt another vote on a funding bill Friday afternoon, but closed signs are now on federal buildings and at parks with hundreds of thousands of workers on furlough. The White House says mass layoffs could be coming in the coming days. Meanwhile, Democrats and Republicans continue to blame each other. For the first time since the Democrats have been in politics, they're now saying that unless we get every policy item that we demand, we're going to shut down the people's government. They're trying to take a hostage and we're not going to let him. Donald Trump and Republicans shut the federal government down because they don't want to provide health care to working class Americans. We are ready to sit down with anyone at any time and at any place. CBS News correspondent Natalie Brand joins us from the White House with more on all of this. Good morning, Natalie. So where do things stand now? And what are we learning about these impending layoffs? Hi, Errol. Well, sources tell CBS News that during a call yesterday between the Office of Management and Budget Director Russ Vought and House Republicans, he said that layoffs or reduction in force will be coming within a couple of days. Now, it's not clear at this point the numbers that they're targeting, but we know that the Office of Management and Budget put out this memo to agencies directing them to use a shutdown as an opportunity to look for reduction in force and cuts to programs that do not align with the president's priorities. So we'll have to wait and see what the agencies put out there regarding reduction in force. So far, we just have what HHS, Health and Human Services, has put out there regarding the CDC in potential numbers at around 1,500. Now, the president, for his part, on social media posted this saying, Republicans must use this opportunity of, quote, Democrat forced closure to clear out dead wood, waste, and fraud. Billions of dollars can be saved. Already, though, Errol, union groups are pushing back and have challenged in court just the mere threat of this, saying that any layoffs during a shutdown violate laws governing how a shutdown should work. So already some real resistance to that effort. What then are the chances of a funding deal by this Friday vote in the Senate? Still really unclear at this point. If you listen to the statements from leadership across both sides, the leaders still seem really dug in, but there was kind of a glimmer of hope or at least a sign that some sort of bipartisan conversation is happening. You can, or we all saw yesterday, during a procedural vote, this bipartisan huddle, kind of a growing group of lawmakers on the Senate floor. And we know that there are some talks, specifically led by Senator Mike Brown's Republican of South Dakota, who said, you know, if Democratic members agree to this short-term funding measure, then they could immediately begin conversations on the healthcare concerns that Democrats have been talking about, an extension of the premium Affordable Care Act health subsidy. So there are conversations ongoing. We know because today is the Jewish holiday, there are no votes planned. So our next opportunity for that, to see if there's any sort of movement, will be tomorrow afternoon, is at least what's expected, Errol. All right, and of course, we'll watch that closely.
