Russian authorities have dismissed the allegations as baseless and accuse foreign intelligence agencies of attempting to destabilize the country. The report notes that over 20,000 people have been arrested for anti-war views, with laws on foreign agents and fake news used to suppress dissent.

UN rapporteur Mariana Kadzarova's report paints a chilling picture of increased repression in Russia and the revival of Soviet-era tactics to silence dissent using such notorious Soviet tools as coercive psychiatry. The use of the treatment against opposition has skyrocketed from just five cases per year before the war to an average of 23 annually since 2022. Russia is now run through a state-sponsored system of fear and punishment. Human rights defenders, journalists, lawyers and political opponents are systematically prosecuted, tortured and silenced. The report claims the turning point was the start of the Russia-Ukraine war in February 2022. Since then, Moscow has intensified its crackdown on government critics, using a brutal playbook of repression, including torture, criminal prosecution and intimidation to silence opposition to the war. Kadzarova accuses the Russian law enforcement and military of using widespread torture. She cites examples of health professionals instructing prison staff on how to use electric shocks to inflict pain on Ukrainian detainees. The UN expert also points to Russia dismantling its institutional independence, bringing the judiciary, legislature and law enforcement under direct political control. These public institutions have been weaponised, effectively becoming tools of repression and war. Russia has dismissed these accusations as unfounded Western smears, accusing foreign intelligence agencies of trying to destabilise the country. But with over 20,000 people arrested for their anti-war views, the report concludes that laws on foreign agents and fake news are being used to crush dissent and brand critics as enemies of the state.
