A new report by a fact-finding team of experts that visited the region between March and August warned of the prospect of war crimes and crimes against humanity that may have been committed since late 2024.

A recent United Nations report has raised concerns about potential war crimes and crimes against humanity committed in eastern Democratic Republic of the Congo since the escalation of conflict in early 2024. The report attributes responsibility for violations to Rwandan armed forces, Congolese forces, and affiliated armed groups, as well as the M23 rebel group. 

The documented abuses include deliberate killings of civilians, widespread sexual violence such as rape and gang rape, looting, summary executions, and torture. The UN Human Rights Council is expected to review the findings in an upcoming session, with the report emphasizing the ongoing suffering of civilians and the failure of those in power to protect them.

Specifically, the report stresses that Rwanda is responsible for violations directly committed by its armed forces on the territory of the DRC. We have received credible allegations concerning the covert presence of RDF personnel within the M23. The UN says Congolese forces also carry a degree of culpability. Their violations included deliberate killings of civilians, widespread use of sexual violence, mainly rape and gang rape, and looting. The report also states that the DRC bears responsibility not only for the violations committed by its armed forces, but also by its affiliated armed groups. To the extent that their members acted under its direction or control. The UN Human Rights Council is expected to consider the report at its upcoming session. It is heartbreaking and deeply frustrating to witness once again the dehumanization of the civilian population by those in power who are failing in their responsibilities. The report found that M23 rebels had carried out summary executions, torture, affecting thousands of civilians perceived as opposing the group, its authority or recruitment.

The White House said the U.S. is sending 10 F-35 fighter jets to Puerto Rico. It comes as the Defense Department confirmed that two armed Venezuelan F-16 fighter jets flew over a U.S. Navy ship in the region on Thursday.
