The summit comes after a period of more distant relations between the two countries. Notably, the official readout did not mention denuclearization of the Korean peninsula, a topic previously included in such meetings. North Korea remains heavily sanctioned due to its nuclear weapons program, but recent years have seen China and Russia become less openly critical, including their joint veto of a U.S.-led UN Security Council resolution for further sanctions.

However, Russia and to a lesser extent China have become less openly critical of that program in recent years as tensions with Western powers have risen. In 2022, China and Russia for the first time vetoed a U.S.-led resolution at the U.N. Security Council calling for additional sanctions on North Korea over its renewed ballistic missile launches.
