Ukrainian President Volodymyr Zelensky expressed his approval of the summit's attendance, emphasizing the importance of every nation's contributions to the peace process.

U.S. President Joe Biden is represented by Vice President Kamala Harris, who announced over $1.5 billion in energy and humanitarian aid to Ukraine. Saudi Arabia and India have sent lower-level delegations, while China declined to attend, stating Russia's absence as the reason. Zelensky accused China of aiding Moscow in undermining the summit, which China's foreign ministry denied.

European officials privately acknowledge that the absence of Moscow's primary allies could limit the summit's impact. Neutral Switzerland, hosting the summit at Zelensky's request, aims to set the stage for future peace processes that include Russia. Russian President Vladimir Putin has stated that Russia would cease the war only if Ukraine abandons its NATO ambitions and cedes four provinces to Moscow, demands that Kyiv has firmly rejected.

However, Harris announced more than $1.5 billion in energy and humanitarian aid as Russia continues to strike the country's infrastructure since the invasion began in 2022. Powers like Saudi Arabia and India have dispatched lower-level delegations. China said it would consider taking part, but ultimately declined because Russia would not be there. Zelensky has accused Beijing of helping Moscow undermine the gathering, an accusation China's foreign ministry denied. European officials privately concede that without support from Moscow's main allies, the summit's impact will be limited.
