Ukrainian officials argue that lower-level delegations lack the authority to bring about an end to the conflict, insisting that a full and unconditional ceasefire is essential for meaningful diplomacy.

Despite Ukraine's readiness to begin substantive peace negotiations, Russian President Putin has so far declined Zelenskyy's proposals for a face-to-face summit. Earlier peace talks resulted in prisoner exchanges and the return of fallen soldiers' bodies, but no further agreements have been reached.

And it is up to the other side to accept this basic step towards peace. Russian President Vladimir Putin has previously spurned Zelensky's offers of a face-to-face meeting. Two previous rounds of peace talks in May and June led to a series of exchanges of prisoners of war and the bodies of fallen soldiers, but produced no other agreements.
