Oregon leaders have initiated legal action against the Trump administration following the federal order to send 200 National Guard troops to Portland. The deployment, authorized by Defense Secretary Pete Hegseth under Title X, aims to address crime and protect federal property.

Oregon's governor and attorney general argue that there is no current threat or insurrection justifying military intervention, and that the president is not cooperating with local authorities. Legal experts note that violent crime rates in Portland have been declining, and the courts will ultimately determine the legality of the federal action.

Leaders in Oregon are suing the Trump administration to stop the deployment of National Guard troops there. Defense Secretary Pete Hegseth has ordered 200 National Guard troops to Portland to fight crime. Oregon's governor says the president isn't cooperating with local leaders. When the president and I spoke yesterday, I told him in very plain language that there is no insurrection or threat to public safety that necessitates military intervention in Portland or any other city in our state. Despite this, and with all evidence to the contrary, he has chosen to disregard Oregonians' safety and ability to govern themselves. I want to bring in CBS News National Security Contributor Sam Vinograd to break this all down. So, Sam, just explain to our viewers the legality of this deployment to Portland. Is it legal? Well, Vlad, the Oregon attorney general has submitted litigation to challenge the president's deployment of the National Guard to Portland. The president is activating these 200 troops under something known as Title X. He's basically federalizing 200, for the time being, Oregon National Guard members to serve in a federal capacity and to protect federal property. As I mentioned, the Oregon attorney general is already challenging the legality of this action, but we'll have to see where the courts weigh in. And so, as you know, many cities are seeing these National Guard troops, and many of those cities seeing those troops are run by Democrats. Could that be the basis for challenging the deployments? In other words, the president isn't sending troops into states that are run by Republicans or in cities that have Republican mayors. A lot of individuals are scratching their heads and wondering why President Trump is now choosing to send National Guard forces to Portland, where violent crime rates have been seriously diminishing. It is true that there has been certain levels of violence against an ICE facility in Portland dating back to 2018 and dating back to President Trump's policy of separating migrant children from their families when they crossed illegally. And so, while there have been varying levels of violence, we're not really seeing that right now. And it is worth noting, Vlad, that it is a legal right in this country to protest peacefully. If protests escalate, the first order of business should be for the Portland PD to step in and to assist federal officers if the federal officers protecting the facility need their help. But there has not been a spike in violent crime that would seemingly necessitate bringing in the National Guard at this time. All right, Sam Vinograd, breaking it down for us as only she can.
