According to SDG&E, this is not an additional fee but a reallocation of costs that were previously included in the price per kilowatt hour on the delivery portion of the bill. The utility states that the change aims to provide greater transparency and may even reduce bills for some average homeowners.

However, advocacy groups such as the Solar Rights Alliance have expressed concerns that the base service charge could lead to higher bills for customers who use less electricity and potentially serve as a 'utility tax.' SDG&E maintains that the company will not profit from this change, which is part of a broader effort to support California's clean energy goals and was mandated by legislation passed in 2022.

New 'Base Service Charge' coming to SDG&E bills

When you get your SDG&E bill later this year, it's going to look a little bit different. While the utility says there are no new charges, some advocacy groups say they're skeptical. Sometimes looking at something like this can be a bit overwhelming. Numbers scattered everywhere, and unless you're an energy expert, you might not understand everything. Add to it another new line called base services charge. This is not a additional charge on your bill. These costs were previously included in the price per kilowatt on the delivery portion of your bill. Now, they're going to be broken down with their own line item called base services charge. Because this is a reallocation of cost, the intention has always been to create more transparency around your bill. That's Anthony Wagner with SDG&E. While his explanation sounds simple, some advocacy groups are concerned about whether that charge will increase and why. The base service charge is absolutely going to be a profit-making machine for SDG&E, and by the way, we call it a utility tax because that's actually what it is. Dave Rosenfeld is with Solar Rights Alliance. Basically, people that don't use a lot of electricity, most likely their bills are going to go up. Wagner disagrees, saying this new change may actually decrease bills for the average homeowner. By about 10 percent or five cents per kilowatt hour on the delivery portion of your bill. But the intention of the base services charge has always been to help support California's clean energy goals by making it more affordable to use electric technologies like an electric vehicle or electric appliances instead of the latter.
