The measure is also expected to encounter significant hurdles in the Senate, where Democratic leaders have signaled they are not willing to support the plan, raising the possibility of a government shutdown if an agreement is not reached.

House Republicans have revealed their proposal to avoid a government shutdown. Lawmakers have just two weeks from today to keep the government funded before a deadline of September 30th. And CBS News congressional reporter Torian Small joins us now. Torian, very good to see you there. Talk to us about what's in this proposal and how likely is it to pass? Well, Nancy, House leadership says that this proposal would essentially keep spending levels at its current level that would extend this past that September 30th deadline to right before the Thanksgiving break. But ultimately, though, it's whether or not Republicans have the votes within their own conference to see this make it across the finish line in the House chamber. There are already a handful of Republicans who have scoffed at the idea of kicking the can down the road and then essentially pushing through a major omnibus right before a major holiday. But also in addition to regular spending levels, there's an additional request of 30 million dollars for lawmakers for security. This comes in the wake of the assassination of the conservative activist Charlie Kirp last week. And it also includes funding requests from the White House for executive and judiciary branches to get security as well. That's around 50 million dollars there as well. If this does happen to pass the House, the Senate would be an entirely different ball game for Republicans looking to get this to the president's desk sooner than later and avert a government shutdown. The reason why is they need to pass this through a filibuster majority so that 60 votes in the Senate. This we've been here before. This is back in March when Democrats in the Senate joined with Republicans to get this across the finish line. Nowadays, it's looking like Democrats in leadership, including Chuck Schumer, aren't on board or willing to play ball with Republicans. Leader Schumer, when asked about what has changed since then, said a lot. Tariffs, the massive spending bill under one big, beautiful bill, he's willing to let Republicans go at this alone, which ultimately means we could be looking at a government shutdown, Nancy.
