The arrests follow the seizure of 10 million litres of illegal fuel smuggled from the United States and disguised to avoid taxes.

Authorities say the criminal operation involved collaboration between corrupt officials and private businesses on both sides of the border. The case marks the first time such high-level officials have been prosecuted for fuel theft, a crime that causes significant financial losses for Mexico's state oil company and is a major source of income for organized crime.

And the U.S. government says fuel smuggling is the second source of income for organized criminal groups after illegal narcotics. The scandal has been front and center in Mexican politics in recent months, featuring nearly every day in the country's main papers and newscasts, with the president trying to strike a balance between fulfilling her promise to end government corruption on one hand and on the other, protecting the entrenched power structures that her government relies on. This is the first time the justice is coming to these high-level officials. So it makes this very different from previous cases. It's not like we didn't have cases of corruption in Mexico. Unfortunately, we have a lot of experience in that. But it's the first time we are persecuting people from the Navy and from an army, and hopefully from the other agencies as well, very, very soon. So it's very high level, very close to very powerful people. The scandal has brought a moment of reckoning for the Mexican government, one which many here think was long overdue. It was very hard to accept, but it would have been much harder and unforgivable to keep silent. The arrests confirmed something that many in Mexico have long suspected, that criminal activity is only possible with the complicity and knowledge of the authorities.
