The use of subcontractors is common in the German food delivery sector, and other companies have faced scrutiny over pay and conditions. The European Commission has introduced new rules to regulate subcontracting practices, which Germany plans to implement by the required deadline. Lieferando states it holds its partners to strict standards and will act on any violations, but workers remain apprehensive about the changes.

Spend any time in any large city these days and you'll see scenes like these. Fleets of riders or drivers delivering food to customers who've ordered online or through an app. And Berlin is no exception. Many drivers and riders here don't speak much German, and the demands on them are often considerable, especially on weekends. Those who work for the firm Lieferando fear their jobs are at risk. Lieferando have decided that they want to lay off many riders. I think last time I read the news it was around 2000 they declared. And the problem is they are not going bankrupt or they are not having financial problems. They just want to do it to be able to give our jobs to subcontractors. Because if a company does that, it can effectively outsource its responsibilities for staff to them too. We've been shown messages that appear to have been sent by a subcontractor to workers who deliver Lieferando food orders. One tells all drivers and riders to report to work online immediately or risk losing their job. Lieferando is not the only company in the German marketplace to make use of subcontractors. Several other food delivery firms use them far more extensively, and have faced serious questions about their pay and working conditions. The European Commission has issued new rules covering subcontractors and how the platform using them should operate, but Member States have until December of next year to enact them. The German government says it intends to turn the EU rules into law here by that deadline. Lieferando declined to give us an interview, but in a statement it said We carefully select our fleet partners and not only oblige them to comply with relevant laws and regulations, we also rely on professional logistics providers who have been delivering for other companies in their region for a long time. If we become aware of violations, we will investigate them and take appropriate measures, including terminating the partnership. In essence, Lieferando says its regulations are particularly driver-friendly and offer appropriate security and benefits for its staff, far better than those of other food delivery companies. But it says it still has to compete with them in the same marketplace. And so what of the drivers and riders themselves? Lieferando has confirmed that 2,000 jobs are to go, with the first phase starting at the end of this year, and the rest taking place next year. Dominic Cain, Al Jazeera, Berlin.
