At a stroke, Donald Trump's latest promise of heavy tariffs, as shattered this summer's detente, reached through painstaking diplomacy. The U.S. president says his hand was forced. They hit the world with something that really is not anything that people are going to do. And it was shocking. That was out of the blue, right? Out of the blue they came up with this whole import-export concept and nobody knew anything about it. Trump was referring to China's decision to limit exports of rare earth minerals, requiring foreign companies to get special approval before shipping them abroad. He accused Beijing of holding the world captive by restricting access to the metals and magnets used in electronics, computer chips and other technology. But his comments sent stocks tumbling, as they did in April, the last time Trump threatened such punitive tariffs. And financial experts are warning of the consequences of such a volatile approach to policy. We have a policy in the morning, a different policy in the afternoon and a third policy at night. China operates in a completely different way. I'm hoping the United States can actually turn to longer-term thinking and to diplomacy and negotiation with China rather than this unilateralism and this improvisation. And Trump's improvisation seems not to be having the desired effect on the streets of Beijing, where the reaction seems to be a collective shrug of the shoulders. I felt nothing when I first saw the news. Because to be honest, Trump always has these childlike or capricious policies. For us, we don't really feel anything anymore. Because China isn't afraid of any US sanctions or policies aimed at limiting us. We have the confidence and ability to do better ourselves. You can't not pay attention to this news, but honestly, it isn't the first time, so we'll have to wait and see exactly how things play out. Trump will be hoping the Chinese government is more concerned. He's due to meet President Xi Jinping at an upcoming summit in South Korea, and the US president says that he hasn't yet cancelled the engagement.

About 200 U.S. troops have begun arriving in Israel to set up a coordination center aimed at facilitating the flow of humanitarian aid, as well as logistical and security assistance into Gaza. They are not expected to enter the territory.
