FEMA, the Federal Emergency Management Agency, removed many Camp Mystic buildings from the 100-year floodplain map for Kerr County. That's according to an Associated Press report. Fox 4's Sean Rabb in the newsroom tonight with that story. Sean. And Clarice, that AP report says the buildings were removed from the floodplain map created in 2011 after appeals from Camp Mystic. Think of that process as similar to when a homeowner appeals a property value appraisal. Buildings at Camp Mystic that flooded were part of a special flood hazard area in FEMA's National Flood Insurance Map for Kerr County in 2011, but the boundaries of the floodplain map were amended by FEMA three times following appeals by Camp Mystic. It was puzzling to me why they would be spending their efforts doing that when many of their structures were in high risk areas. And it seems to me like it would have been time and resources would have been better spent like moving those physically, moving those structures away from the most risky areas. Dr. Sarah Prowley is Associate Professor of Political Science and Senior Research Associate for Environmental Policy, Syracuse University. She reviewed the findings in the Associated Press report. It's hard to say whether this had any real impact in terms of whether it would have saved lives or lost lives, whether those buildings had been included in the official 100-year flood zone. So I think that that's, I want to be clear about that. It's not really clear what impact it would have had. However, my first thought was, why is the camp spending time and resources challenging the designations in these flood maps when clearly much of the property of the camp was at risk of flooding? The appeal process that happened with Camp Mystic and FEMA regulators is not uncommon. Applied here, though, there's a definite pattern, which is they got some benefit here and they came back a few years later and got another benefit there, another benefit there. David Cole is constitutional law attorney. People are going to bring civil claims about this. They're going to challenge what happened here in court. And the camp administration, the camp management is going to say, look, we went to the government. We talked to them and we worked this out. I just think this is an important wake-up call, and I hope that it leads to communities taking these risks very seriously, even if it involves extra costs in terms of flood insurance and in terms of ensuring that the structures and buildings are safer, particularly when you have young people whose lives are at risk. The flood, of course, tragically historic again. No one can say with certainty it would have made a difference whether those buildings were still part of the floodplain map, but it is part of a broader conversation about safety at Camp Mystic, including an outdoor flood warning system, which we know was not in place.
