Although official EU fishing agreements with Senegal were halted due to concerns over illegal trawlers, European interests continue to operate by registering vessels under the Senegalese flag. 

Environmentalists warn that the practice is unsustainable, with juvenile fish being caught before they can reproduce and bottom trawlers damaging marine habitats. Local authorities are attempting to regulate fish meal factories and restrict new operations, but the scarcity of small species and rising prices highlight the ongoing strain on Senegal's marine resources.

Fifty kilometers off the coast of Senegal, a suspicious fishing vessel is spotted. The Praia de Marosa. Captain Indore and his crew order the vessel to stop, but no response. The boat appears to make a quick turn. It's accelerating, says Captain Indore. Navy commandos are ordered to launch a pursuit. Their instruction is to board the vessel by force if necessary, check fishing licenses, inspect the nets and verify the hull. Every detail must be in order. EU fishing deals with Senegal were halted last year after officials blamed the government here for failing to stop illegal trawlers. But Europeans haven't left. They exploit a loophole now sailing under the Senegalese flag. In the Praia de Marosa, the captain is Spanish, the crew are Senegalese. This is a Senegalese vessel and our papers are in order, the captain explains. We get inspected all the time and they will check our catch once we return to port, he adds. Its hull, barracuda, red mullet, squid, all bound for Europe. The vessel runs like a factory. Caught in the nets, some juveniles scooped up before they can reproduce. Environmentalists say this is the hidden cost of so-called sustainable fish caught unsustainably and sold in European supermarkets. Juveniles are sold to factories, turned into meals fed to bigger farmed seafood which is later sold in Europe. Since my arrival, I've been instructed that no new fish meal factories may be authorized to operate. We are trying to regulate and restrict them. People can get a better price selling their catch to factories than in markets. Small species like sardinella aren't found as easily as before and so prices have soared. What's driving this scarcity happens out of sight, deep at sea. In Senegal, bottom trawlers scrape the ocean floor. In minutes, they wipe out an area the size of a football field. Coral, reefs, young stalks, all gone. A silent raid at sea, draining the ocean faster than it can recover. The ocean is not limitless, says Captain Ndour. I'm frustrated that I can't do more to stop all activities, especially illegal fishing.
