The clean-up involved removing significant amounts of trash, drug paraphernalia, and waste, and provided those living in the encampments with notice and shelter options.

Despite these efforts, many individuals declined shelter and some returned to the same locations after the clean-up. Caltrans data indicates that encampments are often re-established, requiring repeated clearances. The city now plans to increase outreach by sending teams weekly, with the goal of building trust and encouraging more people to accept available services.

Most of the dirt patches around off ramps or overpasses are owned by Caltrans, so it took months of negotiations to come to an agreement where the city could take on this responsibility. This is the first agreement of its kind where we're able to do this, and we really wanted to replicate and show that a local process can drive results. He says people living here got a 48 hour notice and were given shelter options before they were told to leave, but many don't accept the offer. One woman I spoke to on Tuesday says she plans to just go to a different location. Probably will go a little bit more out of downtown areas just because for that reason actually alone. While some move on, others choose to stay. I watched as people brought their tents back to this dirt lot in Sherman right after city crews drove away. Caltrans data shows their teams had to clear the same encampments over and over, returning to some areas 9 or 12 times in the same year. Do you feel that maybe the people are just going to move to a different location like they always do? Many will, and that's part of the relationship building. The more contact points that you have, the better chance that you have to get someone in homeless services. Coopersmith says Caltrans was going to these encampments every month, but the city plans to send outreach teams every week. He's hopeful this repeated interaction will build trust and encourage these people to accept services.
