A new OECD report reveals sharp contrasts across the European Union, with Ireland at the top and Italy at the bottom.

Ireland has the highest proportion of young adults aged 25 to 34 with a university degree in the European Union, according to the latest Education at a Glance report by the OECD. Luxembourg and Lithuania also report high levels of tertiary education attainment among young adults, while Czechia, Hungary, and Italy have the lowest shares.

The report highlights persistent inequalities, noting that young people's educational attainment remains closely linked to their parents' education levels. Denmark has the smallest gap in educational attainment between those with and without university-educated parents, whereas Poland has the largest. Higher education levels are associated with better employment prospects, higher earnings, and improved health outcomes.

Where in the European Union do most young adults have a university degree? In Ireland, 66% of people aged 25 to 34 held a university degree in 2024. This is followed by Luxembourg at 65% and Lithuania at 58%. In contrast, the lowest shares of young adults with a university degree, such as a bachelor's, master's or PhD degree, were recorded in Czechia at 33%, Hungary and Italy at 32%. This is what the latest Education at a Glance report by the Organisation for Economic Co-operation and Development shows. The report also highlights that young people's education level remains closely tied to that of their parents. In all countries, children of disadvantaged backgrounds are far less likely to reach higher levels of education than those from more advantaged backgrounds. Denmark is the country in the European Union where the gap between young adults with parents holding a university degree and those whose parents don't have one is the lowest. On the other hand, in Poland, this gap is the highest. Higher levels of education are strongly linked to increased employment rates, higher earnings and better health.
