And these types of measures undermine the foundation of international justice. The U.S. is not a member of the ICC, the world's first international war crimes tribunal. The sanctions are the latest in a series of actions by the Trump administration against a Hague-based court. Washington has already imposed penalties against the ICC's former chief prosecutor and four other tribunal judges.
