The plan reportedly involves the release of around 48 remaining hostages, in exchange for the freeing of approximately 250 Palestinian inmates with life sentences and over 1,700 detainees from Gaza. While previous exchanges have occurred, negotiations continue over the specifics, including which high-profile prisoners may be released. The process remains contingent on agreement over the details of the plan's initial phase.

Over the last 24 months, families have campaigned to draw attention to the plight of their relatives, including that of 22-year-old Matan Angrest. He's one of around 48 remaining hostages, 20 of which are thought to be alive. There's also 22-year-old Rong Braslavsky and 20-year-old Nimrod Cohen, identified by his mother in a video as militants pulled him away from his tank. Several of the remaining captives are thought to be soldiers and security guards. Others were attending the Nova music festival, or seized while sheltering in their kibbutz homes at the time of the attack. All of those presumed alive are said to be young men. In return for their release, Israel is expected to free from prison some 250 Palestinian inmates with life sentences, and more than 1,700 detainees from Gaza taken during the war. Previous exchanges, brokered under the truce that collapsed earlier in 2025, also saw hundreds of Palestinian detainees liberated. Some had been found guilty of serious crimes, although none is reported to have taken part in the October 7 terrorist attack. Former commander Ibrahim Hamed is one of a number of militants Hamas could ask Israel to release. He was given more than 50 life sentences for ordering suicide attacks. The biggest name likely to be put forward, though, is that of Marwan Boghouti. Sentenced to life in 2004 on murder charges, he's seen by Israel as a terrorist, but by supporters as a potential leader of any future Palestinian state. As in previous prisoner swaps, many of those released are likely to have been held in what's called administrative detention, where suspects, including children, can be held without charge for long periods. But before any exchange can take place, details of phase one have to be thrashed out and agreed.
