Approximately 200 members have arrived at a military facility for operational debriefs, with additional troops from Illinois potentially joining if a federal judge does not block the deployment. 

The deployment has been criticized by Illinois and Chicago officials, who have filed a lawsuit arguing that the move is unlawful and does not meet legal requirements for invoking emergency powers. The situation is being reviewed by a federal judge, and President Trump has indicated he may invoke the Insurrection Act if the deployment is blocked. Similar federal deployments have occurred in other cities, including Memphis and Washington, D.C., with a significant portion of arrests related to immigration offenses.

We begin tonight with National Guard troops preparing to be deployed into Chicago. Members of the Texas National Guard arrived just outside the country's third-largest city today and are expected to be in the city as soon as tomorrow. The move is being criticized as an abuse of presidential authority. CBS' Homeland Security correspondent, Nicole Skanga, joins me now. So, Nicole, how many troops are going? What are their orders? And who's running this show, the Texas governor or the president? Yeah, the president, John, I mean, fresh off of C-17s, roughly 200 members of the Texas National Guard going to a military facility for operational debriefs. Their assignment? Well, the Pentagon, the Pentagon has ordered soldiers to protect federal law enforcement and property from violent demonstrations. Of course, Illinois and Chicago have sued, calling it unlawful, arguing the move falls short of legal requirements for invoking these emergency powers. Federal judge is going to hear from both sides Thursday, but John, sources familiar tell us we'll see the Texas National Guard deployed outside ICE facilities before then. If the federal judge doesn't block this, we can expect to see 300 more guard members from Illinois soon, too. If she does, well, President Trump says he's ready to invoke the Insurrection Act. All right. So the president has done this in other cities, particularly you have some reporting on Memphis. What's new there? Yeah, well, President Trump touting a federal crackdown on violent crime in Memphis, but CBS News data actually shows nearly a quarter of arrests there are immigration related. And since last week, 386 arrests were made for crimes, 292 of them like homicide, firearms violations and drugs, 94 civil immigration offenses, John. So far, 105 guns have been seized. And this surge includes roughly 900 boots on the ground, more than 220 of them from DHS, plus dozens more from the FBI and Marshals Service. They're operating in teams around the city. The Tennessee National Guard could join them as soon as tomorrow, John. And we've seen this movie before. Since August, a similar deployment right here in D.C. has seen over 3,500 arrests, nearly 40 percent of those immigration related. Nicole Skanga on it in Washington. Thank you, Nicole.
