As hundreds gathered again in downtown Los Angeles, the Trump administration marched on with troop deployments. 4,000 from the National Guard and 700 Marines. Hundreds of local officers were already in place, according to L.A. Mayor Karen Bass. People have asked me, what are the Marines going to do when they get here? That's a good question. I have no idea. The city of Los Angeles covers nearly 500 square miles, with a population of almost 4 million. The protests have been mostly isolated to a few blocks of downtown. Here's what it looked like inside the crowd Monday evening. You can see the police skirmish line. They've got the less lethal weapons there with rubber bullets. They have been using them to disperse the crowd, but for the most part, as you hear them shouting now, this is a peaceful protest. The agitators came out after dark, vandalizing and looting local businesses. The LAPD arrested more than 100 people. The National Guard is only permitted to protect federal buildings and federal officers, but CBS News has learned Homeland Security Secretary Kristi Noem sent a letter to Defense Secretary Pete Hegseth asking for the military to detain or arrest lawbreakers, though federal laws generally ban the military from taking part in domestic law enforcement. The Pentagon says the cost of the deployment here is estimated at $134 million. President Trump believes in law and order, so he has every authority to protect federal agents in their job. Protesters here say immigrants are woven deeply into the L.A. community, and they want federal immigration officers to respect Los Angeles as a sanctuary city, but Christopher Welch admits the message can get lost. If somebody could gather these people and push them towards local office, then we wouldn't have standoffs like these here in the streets. We'd have standoffs in federal buildings and open forums. Now, behind me, police have declared an unlawful assembly, and they've surrounded about 30 protesters there. We understand they are making arrests, and they've got a bus to take them away. The crowd does appear to be smaller than yesterday. The National Guard is still posted outside the federal building, and we haven't seen any Marines.
