According to the draft, the order could authorize monetary penalties, consent decrees or other disciplinary measures against violators. The White House had no immediate comment on the reported order. During the Biden administration, a source close to the matter told Reuters that regulators were able to scrutinize banks' decisions on the basis of reputational risk. Another source said that lenders at that time were under intense scrutiny and pressure to weigh reputational risks when dealing with Trump because of his legal woes. That metric was dropped after Trump took power, with the Federal Reserve announcing in June it would no longer consider reputational risk when examining banks.
