The rise in violence comes as jihadist groups linked to al-Qaeda and Islamic State expand from the Sahel region. Regional governments in Burkina Faso, Mali, and Niger have recently shifted away from Western military support, turning instead to Russia for assistance, leaving Western powers with reduced capacity in the area.
