Investigators determined the plane was struck by shrapnel during drone activity above Grozny. The pilots requested an emergency landing in Russia but were instructed to continue to Kazakhstan. Azerbaijan previously accused Moscow of attempting to cover up the incident and indicated plans for legal action.
