A government shutdown has resulted in staffing shortages at several major U.S. airports, contributing to increased flight delays. Despite these challenges, the majority of flights are still departing on time, and most air traffic controllers remain on duty. Airports such as Nashville, Chicago O'Hare, and Dallas Fort Worth have experienced notable staffing issues, adding uncertainty to daily operations, especially with a busy travel period approaching.

In addition to travel disruptions, there is ongoing debate between the White House and Congressional leaders regarding back pay for federal workers affected by the shutdown. While a law passed in 2019 guarantees back pay, recent communications from the White House have caused confusion, though Congressional leaders reaffirm that all federal workers should receive compensation once the shutdown ends.

For more on how the shutdown is impacting air travel, let's jump to CBS News Senior Transportation Correspondent Chris Van Cleve in Phoenix. Good morning, Chris. We know there's some bad weather out there, but what kind of backup are we seeing at airports due to the shutdown? Well, today, you're likely to see more impacts from the weather, at least the way the day is shaping up. What we've seen really is the staffing issues that have been popping up throughout this shutdown over the last eight days are injecting uncertainty into the system more so than they are cancellations. We have seen an increase in delays, but still, you know, the vast majority of flights are leaving more or less on time. The vast majority of air traffic controllers are on the job. But, you know, yesterday we were talking about the control tower at Burbank being without staffing. Today, we are talking about the Nashville airport that had significant staffing issues yesterday, but also we saw delays for a time at both Chicago O'Hare and Dallas Fort Worth. Those are two of the world's busiest airports being struck by staffing issues. So there is a level of uncertainty here now as to what each day will bring. And, of course, we're staring down a long holiday weekend coming up where we do expect there to be larger numbers of people flying than there normally are. So uncertainty and now you're mixing in weather with staffing concerns. So it is something to continue to watch. But what we've not seen here is a real surge in cancellation. So flights have been late, but people are getting where they're going. All right. We'll see if that holds up. Chris, thank you. CBS News chief White House correspondent Nancy Cordes joins us now for more on the government shutdown. Good morning, Nancy. So so this hour we've been discussing this White House memo suggesting some fellow workers would not get their back pay despite a law ensuring the opposite. So should our viewers interpret that as simply a negotiating tactic? I think they probably should, Errol, because that interpretation by the Office of Management and Budget here at the White House is not the same as the interpretation by Republican leaders on Capitol Hill. And they are the ones at the end of the day that control the purse strings. You know, Congress passed a law back in 2019 that said after a shutdown, all federal workers get made whole, whether they are furloughed workers, whether they were essential workers, they all get back pay. And after this OMB memo started circulating yesterday, Republicans on Capitol Hill very quickly said, no, no, we actually believe that all workers should get back pay. And in fact, you had some Republicans like Tom Tillis of North Carolina even go a step further and say, we don't want federal workers on top of the stress of being worried right now about missed paychecks, also being worried that perhaps they're not going to get that pay at the end of the day when the government reopens. So this seems to be an area where the White House and Republicans are not exactly on the same page. All right. Important fact check there, Nancy. Thank you.
