The strike follows a recent law merging the E-Salud system into the national health care system, which workers say has led to neglect of their patients. Experts note that Peru's health care system remains under-resourced, and health workers warn that the situation could worsen if current trends continue.

Dr. Germán Posada says in Peru's largest public hospital, the staff are unable to perform proper patient exams. We need resources, medicine and equipment. The four tomography machines are broken, and the only MRI machine breaks down all the time. The protesting nurses work for a public social security insurance system that serves 13 million members. It provides better health care than that offered by the health ministry that covers 12 million poor Peruvians. But Congress passed a law to merge E-Salud into the national health care system in January. And the striking health workers say E-Salud patients are being neglected. 86-year-old Edgar Tello says he traveled eight hours for back pain treatment. After two months I got an appointment, and today they told me to come back in another two months. Aurelia Cajahuaringa says to get timely treatment, patients have to get lucky. If you miss your appointment, you have to wait six months for another one. I've been waiting two years to get surgery. This happens at the best of nearly 400 public hospitals in the country. Peru's health care system is considered below average in Latin America. When the pandemic hit, there were only 140 ICU beds for more than 33 million Peruvians, a reason, experts say, for having the highest mortality rate in the world during the COVID-19 crisis. Experts here say since then things haven't improved much. Nurses say the system is now at risk of becoming even less efficient. We are heroes of an institution they want to dismantle. They want to push us back under the Ministry of Economy and Finance so that social health insurance doesn't have autonomy. They want to privatize it in the future. We won't allow it. Nurses and doctors are also protesting because they say the administration's budget of nearly five billion dollars is in the hands of politically appointed people without experience in health care.
