Families in Perth and across Australia have expressed concern following the federal government's announcement of major changes to the National Disability Insurance Scheme (NDIS). The new Thriving Kids program, valued at two billion dollars, will see tens of thousands of children with mild to moderate autism moved off the NDIS over the next two years. 

State and territory leaders were not pre-briefed on the changes and have called for more consultation and detail, while the federal opposition has warned against children falling through the cracks. Parents, such as Mandy Burgess, worry about the uncertainty these reforms create for their families and the potential impact on support for their children.

Mandy Burgess is a single mother of two, her son Nathaniel has autism and is on the National Disability Insurance Scheme. Since going through the diagnostic process with him we've actually since learnt that my daughter highly likely has autism as well. But the Perth mother fears that soon could change. It felt like an absolute slap in the face. Following Mark Butler's announcement to overhaul the scheme creating a two billion dollar Thriving Kids program. The change would divert tens of thousands of Aussie kids with mild to moderate autism off the NDIS within the next two years. We've seen something of a mission creep by the NDIS here into an area that it wasn't intended to cover and and that's really because parents had no alternative. The ten months time frame though doesn't allow an awful lot of time for genuine consultation to take place. The announcement, news to the states and territories. We heard about the proposed changes from the federal government when the minister made his address yesterday. We weren't pre-briefed on that speech or its contents or announcements. While the Albanese government's reforms to the NDIS came as a surprise, all state and territory leaders agree it is needed but within reason. I can't sign a blank check, I'm not going to commit sight unseen. The federal opposition demanding more detail. These kids had better not fall through the cracks Prime Minister. We have huge concerns because of if you look at past reforms. To give families like Mandy's some certainty. It's really left us feeling like we don't know what's going to happen but it's also left us feeling like our government doesn't value us at the moment. Matthew Karstunen, 10 News.
