Health Canada’s new public dental insurance program is seeing an uptick in people being approved for coverage, but data shows that nearly half of the 5.2 million eligible patients have yet to see a dentist.

More than five million Canadians are now covered under the expanded Canadian dental care plan, which recently extended eligibility to adults aged 18 to 64. Despite this milestone, nearly half of those eligible have not yet visited a dentist, with some regions experiencing significant backlogs at clinics.

The program allows dentists to charge more than what the government reimburses, a practice known as balanced billing, leaving patients responsible for the difference. Some patients have also reported extra charges for paperwork processing. While the plan covers an average of $800 in dental work per person annually, uptake has been limited by both logistical challenges and personal reluctance to seek dental care.

Clinics are busy. There are backlogs in some regions. Especially since the program's significant expansion this spring to cover 18 to 64-year-olds. Many of my patients never seen a dentist before. There's so much work to be done. There's extraction, there's filling. This dentist is only charging what the federal government will reimburse. That means some of his patients aren't paying a cent. But that's not what most dentists are doing. This plan lets them charge more than what Ottawa will cover. It's called balanced billing and patients are on the hook to pay the difference. That cost can vary greatly. And some patients say their dental clinics are charging extra to process paperwork. I was approved but then it turned out to be much more expensive to use it than to not use it. I don't believe that these are the kind of people that can have all, you know, I have an extra 50 bucks laying around my house in order to cover the paperwork for a government program that's supposed to be assisting me. It just, I don't know, that just doesn't seem right to me at all. But dentists say balanced billing is common in private plans and it's why nearly all clinics are now participating in this public program. There's also another reason why some patients aren't rushing into the dental chair. A lot of people really don't like going and they'll avoid it at all costs until something causes them to want to go to see the dentist. So it's not unusual that people have coverage but don't use it.
