State officials argue that once this data leaves California, its usage cannot be controlled, raising concerns about potential misuse for immigration enforcement or surveillance purposes.

El Cajon Mayor Bill Wells asserts that the city is acting within the law and views the lawsuit as an attempt by the state to pressure local governments. Wells maintains that the ALPR system is a legitimate law enforcement tool and that the city does not share information with federal immigration authorities. El Cajon officials plan to continue their current practices unless directed otherwise by a court.

Today, the state sued El Cajon claiming it's sharing license plate data with federal and out-of-state law enforcement agencies. El Cajon Mayor Bill Wells tells ABC10 News reporter Ryan Hill the state is trying to bully local cities. The city is being sued by California Attorney General Rob Bonta for allegedly illegally sharing license plate data with out-of-state law enforcement. I spoke with the city's mayor who says he feels that they're following the law as it's written. We've had multiple conversations with El Cajon and they are stubbornly refusing to comply with the law. The board behind California Attorney General Rob Bonta outlines the state's problem with El Cajon. It's sharing of data collected by automated license plate readers, referred to as ALPR readers. They're the small cameras you can see at intersections. El Cajon continues to share ALPR data with out-of-state agencies in at least 23 states. Bonta says once that data from California is shared with other agencies, the state doesn't know how it's being used. Many states have different immigration and civil rights laws not in line with those in California. We no longer have a say over whether it will be misused. Whether that's for immigration enforcement, surveillance of protesters, tracking individuals traveling here for reproductive care or gender affirming care. Bonta says the current state law that makes the sharing of that data with federal or out-of-state agencies illegal. We've looked at the law. We're very sure that we're not in violation of the law. I spoke with El Cajon Mayor Bill Wells about the lawsuit. It's pretty clear if you read the law. Although Rob Bonta has been able to bully most of the cities in California into not sharing information without a state law enforcement. Wells tells me the system is a legitimate law enforcement tool that's been used to help catch alleged criminals from other states in El Cajon. The other part is the ICE issue and we are in compliance with the laws of California even though we disagree with it. We're in compliance with those laws and we're not giving this information to ICE agents. I asked Wells if El Cajon would reconsider sharing the information considering Bonta's lawsuit.
