President Donald Trump’s deployment of the National Guard in Illinois faces legal scrutiny Thursday at a pivotal court hearing, a day after a small number of troops began protecting federal property in the Chicago area.

National Guard personnel have been observed at the Broadview ICE Processing Facility in a suburb of Chicago. Reporters on the scene identified members from both Texas and Illinois, with some Texas National Guard members seen on the facility's rooftop, an area usually occupied by ICE agents. The reason for the National Guard's presence has not been specified, but their activity included moving in and out of a fenced area and surveying the facility. A small group of protesters was also present outside the facility, along with a significant press presence.

We do want to go back to Gabriela Prima since she's out there. We're starting to see some National Guard activity there. Gabriela, can you tell us what you're seeing there on the ground? Good morning, Paris and Tia. You know, I'm keeping an eye out and I'm watching that fence behind us. We're at the Broadview Ice Processing Facility and typically we see some movement of ICE agents behind that fence now today, just a few National Guard members. But I do want to take a closer look as we see the protesters. I am going to, oh, we're seeing actually some National Guard members, it looks like, walking up to the fence. Hopefully we're getting a good look at that. You know, we showed you a video earlier of some Texas National Guard members on top of the roof and we do know now that they are from Texas. We saw that big T on their arms, so that helped us decide that it's Texas versus Illinois because we know that both are responding or deployed here to the Chicagoland area. We're not sure what's behind that fence that they're kind of leading into, but we know that, yeah, they've been walking around getting a lay of the facility. We saw some of them on the rooftop there where we typically see ICE agents standing and watching some of the protesters, making sure that they also have the facility covered. But yeah, just some movement, I guess, in and out of that fenced area that's also blocked off, so we wouldn't be able to see inside even if we had a really good zoom on our camera. I do have to just be careful of some of the things that are on some of these signs. There is a small group of protesters here, but some of them do have curse words printed on them. I have the microphone coast up to my face here because we are hearing, again, some curse words as well. So again, small group, there's actually probably more press here.
