The announcement was made at the Tokyo International Conference on African Development, which was attended by representatives from around 50 African countries and global organizations.

The conference also highlighted calls from the UN Secretary-General and African leaders for broader global reforms, including changes to the UN Security Council and the international financial system to give Africa a stronger voice. African Union Chair João Lourenço emphasized the continent's ongoing challenges in accessing affordable international finance, which is crucial for infrastructure and technological development.

At the 19th Tokyo International Conference on African Development Ticket 9, Japan's Prime Minister launched a bold push to deepen ties with Africa by proposing a new Indian Ocean Africa Economic Zone. Echoing that, UN Secretary-General called for broader global reforms. Africa must have a stronger voice in shaping the decisions that affect its future. That includes long overdue reform of the Security Council, where incredibly Africa has no permanent member and other regions remain underrepresented. And it includes an overhaul of today's unjust and unfair international financial architecture that must enhance African representation and endorse a strong African voice in the decisions being made. Meanwhile, Angolan President and African Union Chair João Lourenço acknowledged the critical financial hurdles facing the continent. The African continent continues to face persistent barriers and limited complex access to international financing, a situation made worse by credit ratings that pose various challenges for us, as many African countries have been rated as high-risk borrowers, making them barely eligible for lower-cost capital. Yet, such capital is absolutely essential for investment in infrastructure, electrification, industrialization and technological advancements.
