The decision follows similar deployments in Los Angeles and Washington DC. 

Local reactions are mixed. Some business owners and residents view the move as an opportunity to improve safety, while others, including Memphis Mayor Paul Young and community activists, question its necessity and effectiveness. Data reviewed by CBS News shows Memphis had the highest violent crime rate among major US cities last year, though local police report a decrease in violent crime in recent months. Critics argue that the deployment may overlook deeper social issues contributing to crime.

A CBS News data team review of FBI statistics show that Memphis had the highest rate of violent crime of all major US cities last year. But Memphis police data shows there was a decrease in violent crime in the first nine months of this year. Ravonda Liggins, 23 year old son, John Ryan Ingram was shot and killed in a pickup fight nearly three months ago. If they're going to be a buffer. Between them and the police to help. Minimize the crime, then that's a great thing. No one is really talking about the real root issues of crime. Amber Sherman grew up here. The lifelong activist worries federal troops could do more harm than good. I think it's also the wrong response, of course, to what's happening in Memphis, but also ignores all the work that we've been doing over the last two, four years to really make sure that community members have what they need so they aren't committing crimes. Now, while President Trump didn't say just how soon we could see troops in Memphis, he did say the effort will include more than just the National Guard.
