The U.S. House of Representatives is considering a bill designed to expedite the construction and powering of data centers by shortening permitting timelines and limiting environmental reviews. The legislation, sponsored by Congressman Bruce Westerman, also aims to increase energy production and potentially lower electricity costs in regions hosting data centers.

While the bill has garnered support from major technology companies and business groups, it faces resistance from some coastal Republican lawmakers due to a provision affecting offshore wind project approvals. If party leaders can resolve internal disagreements, the bill is expected to receive bipartisan backing in an upcoming final vote.

Emily Wilkins joins us now with much more on this story. Emily, good morning. Good morning, Frank. Building and powering data centers, it could become much faster under a measure that the House was seeking to advance today. Now, this bill would do a number of things, but overall, it shortens timelines to get permits by limiting environmental reviews. And that includes legal challenges to projects. And that could allow data centers to get online much faster. The data center coalition says that while building a data center can take roughly two years, building power can take up to five years and transmission can take up to 10. I spoke with Congressman Bruce Westerman. He's the sponsor of the bill. And he said that it will also help increase energy production, which could lower electricity costs in areas with those data centers. These data centers use huge amounts of energy. What we want to do is be able to protect residential and commercial and industrial consumers and not have a spike in energy costs because the demand gets so high and we can't supply enough. While there is a widespread support for the bill from OpenAI and Micron to the Chamber of Commerce, the bill does face a major hurdle today because a group of Republicans from coastal states say they will oppose advancing the measure because it has a provision that would limit the Trump administration's ability to block offshore wind projects. Now, if Republican leaders in the House can find a way to sway their members before the procedural vote, the permitting reform bill is likely to get bipartisan support when it does get a final vote later this week.
