Heavy rain has returned to the Pacific Northwest, impacting areas already affected by record flooding. A levee breach on the Green River south of Seattle prompted a flash flood warning for approximately 46,000 people, with evacuations taking place in King County. Temperatures remain elevated, and additional rounds of rain and strong winds are forecast for the region, raising concerns about further flooding and power outages.

Wind gusts of up to 60 miles per hour are expected in Seattle and Portland, with saturated soil increasing the risk of toppled trees and outages. Rain will intensify midweek, and snow levels are predicted to drop by Thursday, bringing heavy snowfall to mountain passes in Washington and Oregon.

The Green River is the river just to the south of Seattle. So again, here's downtown Seattle. So we're a little bit south of there in King County, where there is that levee breach. And because of that, a flash flood warning has been issued for about 46,000 people. There have been some evacuations associated with that today, this afternoon. Overall, though, the rain, it's sporadic today. It's not as incessant as it was last week. We're going to find this pickup though. And there are some pesky showers out there, but we're going to get a little break and then the rain will return. Right now. Temps are way up there. Look at Kennewick 67 degrees there. Everybody's on the mild side. The coolest on the map is Boise at 40. So temperatures are elevated here with these readings again flow from the southwest Pacific moisture coming in. Many areas are dealing with river flood warnings. There are aerial flood warnings where there's just generically high water in many spots. Flood watches pick back up in Portland later this week. But for now, Tuesday, we're going to see rounds of showers. It won't rain at all times, though, for the Pacific Northwest. The wind will be a big issue tomorrow for the West Coast, and then the interior northwest will be facing strong winds, gusty, gusty winds into the middle of the week. So Tuesday's wind gusts forecast Seattle and Portland look at 50 to 60 mile per hour gusts. Given the saturated soil, this could topple some trees and the soil conditions here are just just so soggy, so overwhelmed by recent rain that that will lead to at least localized power outages in Seattle, regional power outages in Portland, and then widespread outages in areas like Coos Bay and Astoria moving forward. The winds pick up into the interior on Wednesday, and that's going to be a big deal there with some very strong winds in the northern Rockies. So we'll be watching as the rain kind of fills in here after a break Tuesday morning. Western Washington and far northwest California pushing back into southwest Oregon. We're going to split the uprights for a time before Portland sees the steadier rain return Tuesday night and Wednesday, and Wednesday is going to be a very wet day out there in the Pacific Northwest. Snow levels begin to lower then, so we're still very mild with rain, but we're getting a little cooler here on Wednesday with the showers and the rain and eventually more blue on the map for Thursday. That's when the snow levels drop in a more substantial way, and we're going to get into some heavy snow 2 to 3 feet. Stevens pass 1 to 2 feet. Snow quality and white and then up to a foot or so in areas like Santiam Pass, Oregon, Anna.
