Pereira, who heads the opposition African Party for the Independence of Guinea and Cape Verde, made the announcement in Lisbon, where he has been living since the dissolution of the National Assembly by President Umaro Sissoco Embaló in 2023.

Pereira expressed concerns about his safety but stated it was his duty to continue his political efforts. President Embaló has said Pereira can return without issue but cautioned him against contesting the results of the upcoming presidential election. If he proceeds, this will be Pereira's fourth attempt at the presidency.
