Experts note that Gulf states are prioritizing economic diversification and defense cooperation, setting aside some regional rivalries and differences in relations with Israel. The summit is also expected to address free trade agreements with countries outside the Gulf region.

Leaders of the six Gulf Cooperation Council or GCC countries are expected in Bahrain's capital Manama. The GCC was established in 1981 as a regional alliance aimed at promoting cooperation and collective security in an oil and gas rich region that has global, geo-strategic importance. This will be the first meeting of all Gulf heads of state since an emergency summit was hosted by Qatar in September. That meeting, which included the Arab League and the Organisation of Islamic Cooperation, was in response to Israel's attack targeting Hamas leaders in Doha, who were meeting to discuss a US-backed ceasefire proposal for Gaza. The airstrike hit a building in a residential neighbourhood of Qatar's capital, which killed six people and caused international outcry and condemnation. Collective security and defence will again be high on the GCC agenda in Manama. Iran's targeting of the US airbase in Qatar in June was response to US strikes on Iran's nuclear facilities. Experts say the attacks underlined challenges Gulf states face in their relations with Tehran, after what has often been described as a de-escalation in tension in recent years. Experts say regional rivalries and varying relationships with Israel have increasingly been put aside, with a renewed focus on economic diversification, cooperation in defence and free trade agreements with countries outside the Gulf.
