New York state police have identified the five people who died in a tour bus rollover crash that happened on Interstate 90 in the town of Pembroke, Genesee County, on Friday.

The National Transportation Safety Board (NTSB) is leading the investigation, examining factors such as driver distraction, seatbelt usage, and the operational oversight of the bus company. Authorities recovered a camera from the scene and are reviewing its footage. The bus was manufactured in 2005, and it remains unclear if current seatbelt laws apply. The driver is cooperating with investigators, and support is being offered to those affected by the tragedy.

We are learning about the victims tonight who include a person from India, three people from New Jersey, and a Chinese student studying in the U.S. They include 65-year-old Shankar Kumar Jha of India, 60-year-old Pinky Changrani of East Brunswick, New Jersey, 55-year-old Zhang Zhaolan of Jersey City, New Jersey, and 56-year-old Jiang Mingli also from Jersey City. The youngest of the victims is a 22-year-old Xie Hongzhou who is from Beijing, China. The NTSB now taking over the investigation. Fox 5's Jessica Formoso joins us live in the studio with an update on the latest. Jessica. Arthur, that's right. The NTSB was on the scene today collecting evidence and putting together a timeline. They're conducting a safety investigation not ruling anything out saying they're looking at cameras, seatbelts, and the driver among a number of other factors that said, like you said, five of the victims, four are from our area, three from New Jersey, and a student from Columbia University, 22-year-old Xie Hongzhou who was attending Columbia. The Ivy League sending us a statement which reads in part, this heartbreaking loss is felt deeply across our community. We are in close contact with her family and offering them our full support. Columbia is also providing counseling and other resources to students who may need them during this painful time. 54 people were on board that tour bus M&Y Tour Inc. from Staten Island when it crashed on I-90 about 25 miles east of Buffalo. Authorities say the driver apparently became distracted, lost control, and over-corrected before the bus went right off the shoulder and flipped. Multiple people were ejected from the bus. Five people were pronounced dead at the scene. The NTSB, which has started its investigation, says there was a camera recovered from the scene. However, they have to go through the footage to see what's on it. The NTSB also says the tour bus was equipped with seatbelts, but unclear who had them on. Now, there is a state law that requires seatbelt use on charter buses built on or after November of 2016. We are particularly interested in issues relating to occupant protection and seatbelt usage, driver performance, and operations and oversight of the motor carrier. I understand that there is a relatively recently passed law here in New York State that requires seatbelt usage on tour buses manufactured after 2016. This bus is a 2005 bus. Whether that law would apply in this case is not clear to me anyway. That's something we'll be looking at, and we may make some recommendations in that regard. Now, the driver of that tour bus is cooperating with authorities. The NTSB will remain on scene for the next few days. Arthur? All right. Thank you very much, Jessica.
