Witnesses described a chaotic scene inside the DMV, with one person noting unusual behavior before shots were fired, possibly during a shift change involving the trooper. State police are continuing their investigation and have not yet released further details about the circumstances leading up to the shooting.

Governor Matt Meyer also confirming that the shooter in this incident is dead. So, some new information coming in this afternoon. When Delaware State Police say an active shooter situation happened at the DMV location here in Wilmington on Hessler Boulevard. I was speaking to a man on the street. His girlfriend works inside that DMV. She was working at the time. She says that someone was pacing inside back and forth. Appeared to be a little out of the ordinary. And then when someone was changing shifts, possibly that Delaware State trooper, that is when the shots were fired. We're working to confirm the events that led up to this. But she heard those shots fired. She ducked. She said she ran. And she ran out of the building and described it as a chaotic situation. As you can imagine, on a Tuesday afternoon in the DMV, it was likely filled with a number of people, whether they were trying to renew their driver's license or register their vehicle, a number of different services that you can have done at the DMV. We will continue to follow that story and bring you any more information as it comes in. And we're following another breaking news story in Bristol, Pennsylvania, where there has been an explosion at a nursing home. This is north of Philadelphia. Police and firefighters are on the scene, as you can see here. We're told it is a mass casualty incident, but we are working to learn the severity of the injuries.
