This morning, California state lawmakers are poised to vote on a new redistricting map that favors Democratic counties. And later tonight, Texas state senators will consider a Republican-favored redistricting map in their state. The Texas House passed their plan last night after a dramatic standoff sparked by Democrats fleeing the state. If the bill is signed into law today, it would create up to five new GOP-leaning districts. Lawmakers on both sides remain divided on this bill moving forward. Listen. There's no account for values, and that's what's most important. The people of Texas have spoken in the last several cycles. Minority voters are trending Republican, and that is how this map is drawn. It's perfectly legal. Of course they're going to take us to court, but we will win. We're going to shout that we won't back down. We're going to continue to move forward, and we're going to continue to fight, because when we fight, we win. I want to bring in CBS News political reporter Hunter Woodall, who's in D.C. tracking all this. All right, Hunter, so what comes next for this redistricting plan in Texas? Well, good morning, Vlad. So, obviously, like you said, the Texas House Republicans were able to advance this map last night. What this sets up is, obviously, the Texas GOP state Senate expected to pass this relatively soon. Could be today, but will be relatively soon. There's no sign there's any holdup legislatively on this. But as you watched the debate last night with Texas Democrats showing their opposition to this plan, the focus really has shifted to how this plan will be challenged in court. Obviously, Democrats are hoping that what they're doing here will lay out a case to try and get this map thrown out once it goes in front of judges. There's this idea that, obviously, the big changes here, especially mid-decade and everything that's gone with it, really could be divisive in court. The Republicans, as you heard, are confident that what they're doing is legal, what they're doing is going to be allowed. And that's the big tension moving forward, because, obviously, in Texas, Republicans think this plan will hold up in court. But in California, where Democrats are poised to redraw maps there to answer to what Texas Republicans are doing, there could be court cases as well. So, Hunter, you heard those Texas Democrats saying, when we fight, we win. But it looks like California Supreme Court handed Democrats a win in their fight to counter the plan in Texas. So explain that and what state lawmakers are voting on today. California Democrats are poised to try and respond to what Texas Republicans are doing. So, Texas or, excuse me, California Democrats are going to take five GOP districts and essentially help them to favor Democrats. This would counter exactly what Texas Republicans are doing, essentially a five-for-five in as many ways. But it does take more hurdles in California. So, Republicans in California are trying to slow down what Democrats are doing. This plan in California that Democrats and California Governor Gavin Newsom have is coming together pretty quickly. And it's going to be put on the ballot this fall. In Texas, Republicans can just pass this, pass their plan. In California, Democrats are going to have to have a constitutional amendment on the ballot that will be decided by voters to allow them to actually change the state constitution and get these new congressional districts through. That could prove to be a divisive task in these coming weeks. All right, Hunter, President Trump, as you know, has already signaled that other states could follow. They're going to follow what Texas is doing. So, I mean, are we looking at sort of mutually assured destruction here? There's back and forth. And it seems to be all signs point to this going on for quite a while, because there are so many Republican states that could overhaul their maps, because they have Republican control in their state legislature and their governor's office, but also because they do have several Democratic districts in some of these states. You think of Indiana. It's a red state, has two Democratic districts. You think of Missouri, red state, has two Democratic districts. And there's one in Kansas City that could be targeted if Republicans try and overhaul the maps there. So, this back and forth could go on for a while. Republicans just have more of an advantage, frankly, on overhauling these maps. Democratic states could answer, Illinois, New York, potentially. But Republicans really do have more control and essentially more districts to play with in this fight. All right. Hunter Woodall, thank you very much, my friend. Appreciate it.
