Working with pipeline companies South Bow, Enbridge, and Trans Mountain, Alberta plans to submit the proposal to the federal major projects office. Premier Danielle Smith stated that no private company is willing to take on the risk of the application, prompting the province to take the lead. 

While no company has committed to funding or building the project if approved, those involved are optimistic that private investment will follow under the right regulatory conditions. The province is also seeking changes to federal policies, including the tanker ban that restricts large oil tankers along the northern B.C. coast. Potential routes include Prince Rupert and Kitimat, but the proposal has already faced opposition from British Columbia officials. Alberta is allocating $14 million for the application process.

That's what we're telling industry we're gonna do this we're gonna get it on the major project list and we will be at the table for as long as the industry needs us to. No company has agreed to fund or build a project if it's approved but those working on the application are confident private capital will come through. Alex Porbet is the former CEO of Synovus and co-chair of a group that will supervise this work. In the right regulatory environment this project makes sense to industry and will be investable. The province is banking on Ottawa lifting policies like the tanker ban. It prohibits oil tankers that carry more than 12,500 metric tons from stopping between the northern tip of Vancouver Island to the Alaska border. Even though a route for the pipeline hasn't been decided provincial officials say Prince Rupert and Kitimat are options. Already there's pushback from BC. Don't mistake my politeness for weakness on protecting our economy and our coast. Alberta is spending 14 million dollars on the application which it's aiming to submit next spring.
