From the UK to Spain to Poland, acts of sabotage linked to Russia have surged in Europe since 2022. They don't just spread fear and uncertainty in Europe, they are also draining valuable security resources.

European authorities have recorded 145 sabotage incidents linked to Russia since the onset of the Ukraine war in 2022, according to data tracked by the Associated Press. These incidents include explosions, arson, and attacks on infrastructure in countries such as Germany, the United Kingdom, and Poland, with most resulting in limited physical damage but significant psychological impact.

Officials report that Russia has shifted its tactics by employing foreign nationals with criminal backgrounds as proxies for intelligence operations, making detection and prevention more challenging. Investigations into these incidents now consume as much time for some European intelligence agencies as terrorism cases, while Russia denies any involvement.

All examples of the 145 Russian sabotage incidents tracked by the Associated Press since the beginning of the war in Ukraine in 2022. Western officials say these are all part of a hybrid war the Kremlin is waging on Europe, aiming to weaken support for Ukraine, create divisions among Europeans and identify security weak spots. Most known sabotage acts, like the targeting of this Polish rail line, have not resulted in major damage or casualties, but they could have. A bomb damaged the tracks and the overhead line was cut, but the passengers were able to get off without injury. I think the more important side of this is psychological. The psychological damage that they are trying to inflict in terms of creating a sense of fear amongst populations because these things could result in mass casualties. Incidents have now been recorded in the majority of European countries, from Spain and Iceland in the west to the countries directly bordering Russia, with authorities in Poland and Estonia recording the highest number. Officials say the way Russia is conducting hybrid warfare has also changed, using foreigners with criminal backgrounds as cheap proxies for Russian intelligence operatives. It's much more difficult for members of the G.I.U. to come to the United Kingdom armed with a chemical nerve agent and try and assassinate somebody. So as a result they've changed their method of operation, which is now to try and use criminal proxies to undertake that activity on their behalf. The leader of one European intelligence service said investigations into Russian interference now take up as much of the agency's time as terrorism. Russia denies having any connection to the incidents.
