This decision also applies to Ukrainian citizens of this age group who are currently abroad, aiming to help them maintain ties with their home country.

The change comes as Ukraine faces intensified military pressure, particularly in the Dnipropetrovsk region, where Russian forces have made advances and occupied two villages. While this area has not been formally claimed by Moscow, the developments are seen as a symbolic gain for Russia amid stalled diplomatic efforts to end the conflict.

Young Ukrainian men are now finally able to cross the country's borders freely. Since Russia's invasion of the country in February 2022, men aged 18 to 60 were barred from leaving under martial law. The government is relaxing this for a certain age group. Men aged 18 to 22 will be able to cross the border without hindrance during martial law. This decision also applies to citizens who, for various reasons, find themselves abroad. We want Ukrainians to maintain ties with Ukraine as much as possible. While this age group is not subject to conscription which starts at 25, thousands have fled Ukraine illegally, sometimes risking their lives in the process. The change comes amid Russian advancements in the Dnipropetrovsk region. Ukraine's army is outgunned and outmanned and has been struggling to hold off the Russian army in the south and east of the country. Since the first time Ukraine has acknowledged Russian troops had entered the region, open source researchers say two villages are now occupied. Moscow has not laid claim to Dnipropetrovsk unlike other regions such as Luhansk or Donetsk. However, as diplomatic efforts to end the war stall, this could be a small gain militarily but a symbolic victory for the Kremlin.
