Local officials, including San Diego Mayor Todd Gloria, have criticized the move, highlighting that federal funds support critical services such as public safety, housing, and health. While experts expect the courts to ultimately strike down the policy, they caution that significant disruptions could occur in the interim for programs and residents dependent on federal funding.

It's the administration's latest attempt to put pressure on the American states, counties and cities they say have protections for immigrants, a list in which San Diego County is included. Previous efforts to do so have failed, but haven't come without consequences. It's a story we've seen play out before. President Donald Trump and his administration trying to strip federal funding from governing bodies that push back on his mass deportation agenda. The courts over and over again have said you can't do that. Congress authorized this spending, it goes to these other purposes. You can't use that to get states to cooperate. As UCSD political science professor Ted Kouser pointed out, it hasn't stopped Trump from trying. In fact, he made a similar move in his first term, but the court struck it down. And recently his administration tried to withhold billions in federal transportation funds from several states on the condition they cooperate with his immigration enforcement. But last November, a federal judge blocked that effort. But that doesn't mean that he can't cause tremendous change and dislocation in those programs and those funding streams while the courts are waiting to rule on it. It happened again on Tuesday, as the president spoke in Detroit, saying sanctuary jurisdictions are protecting criminals at the expense of American citizens. And if they don't comply, they'll lose federal funding on February 1st. The stakes are very high for counties like San Diego, for states like California. San Diego County alone received $1.3 billion in federal funds last fiscal year. In a statement, City of San Diego Mayor Todd Gloria said, threatening to withhold federal funding from cities and states is reckless and illegal. These are not abstract dollars. They fund public safety, homelessness services, housing, transportation, and public health services that millions of everyday people rely on. That's why if it stands, it could have long-term consequences for real people on the ground in San Diego. Goldwasser says we know how this story ends. He expects the courts to eventually strike this down again. But in the interim, there could be a lot of policy change and perhaps personal pain for people who rely on these federal benefits.
