Technology minister Liz Kendall criticised X's response to the issue, particularly its policy of restricting certain image requests to paying users, calling it insufficient and exploitative. The Grok case is expected to be a significant test of the UK's online safety law, which began implementation in 2023.

Lives can and have been devastated by this content. They are not harmless images. They're weapons of abuse, disproportionately aimed at women and girls, and they are illegal. The Ofcom probe mounts pressure on Musk's X, which already faces growing public outcry, as well as criminal and regulatory probes around the world, including in France and India. When asked on Monday about the investigation, X pointed to a previous statement in which it said it takes action against illegal content on the platform by removing it, permanently suspending accounts and working with governments and law enforcement as necessary. X said it has restricted requests to undress people in images to paying users only, a step Kendall said doesn't go far enough. It is insulting to victims to say you can still have this service if you're willing to pay, and it is monetising abuse. Kendall also said the government would keep under review its decision to continue using X as a means of communication. Following initial action against porn sites that did not have effective age checks, the Grok case will likely be the first big test of Britain's online safety law, which was enacted in 2023 but is being implemented in stages by Ofcom.
