The Trump administration has announced a freeze on funding for several infrastructure projects in Chicago and New York City. Office of Management and Budget Director Russ Vought stated on social media that the decision affects approximately $18 billion in New York City projects and $2.1 billion in Chicago projects, including the Red Line extension and modernization efforts.

Vought attributed the funding pause to concerns over Diversity, Equity, and Inclusion (DEI) initiatives and race-based contracting, which the administration claims are unconstitutional. The administration has not directly connected the funding freeze to the government shutdown, suggesting the move is based on legal arguments regarding the use of DEI principles in federal funding.

One thing I noticed, though, in these posts is he's not saying directly that he's doing this because of the government shutdown. He's citing DEI funding, which the administration has argued is illegal. He says in this tweet regarding New York City is roughly $18 billion in New York City infrastructure projects have been put on hold to ensure funding is not flowing based on unconstitutional DEI principles. In another post on social media, Russ Vought saying $2.1 billion in Chicago infrastructure projects, specifically the Red Line extension and the Red and Purple modernization project, have been put on hold to ensure funding is not flowing via race-based contracting. Interesting to me that he's citing DEI and race-based contracting here and not the government shutdown. That may indicate that the administration thinks it's on stronger legal footing cutting that funding based on allegations of illegality or unconstitutionality rather than as a result of the shutdown because, as we all learned in civics class, the Congress has the power of the purse.
