Rights groups contend that the ruling military junta is using the Cyber Crimes Court to stifle dissent and consolidate power, particularly following the dissolution of political parties. Several politicians and civil society actors have fled Mali to avoid arrest, and journalists report self-censorship due to fear of prosecution. Other individuals, including journalists, have also been jailed for actions or statements deemed offensive to the junta.

Since the junta dissolved political parties in May, many politicians and civil society actors have fled to neighbouring Ivory Coast and Senegal to avoid arrest. So we're on our way to meet a Malian journalist living in Dakar, but he's worried because speaking out against the Malian military junta, even from here, could land him and his family in trouble. Gibril Touré left northern Mali for Senegal to pursue journalism studies. He still posts on humanitarian issues, but with caution. Here too, he says, the wrong word, the wrong sentence, could cost him. Yes, we're afraid, because sooner or later I'll go back to Mali, it's my country. We're afraid of making a mistake. It's very difficult because often we have small scoops of information that we want to share, but when we think of the law of cyber-criminality, we put it aside. Like Mara, journalist Arouba is in jail accused of public insult after he published several video stunts online, including the burning of a book written by another former PM, once close to the junta. Acts and words that are seen as an affront to the military junta have been deemed a crime by the same people who came to power, promising freedom and justice, but have delivered fear and silence to those who dared challenge them.
