Nevada state agencies are in the process of recovering from a ransomware cyberattack that severely disrupted operations for several days. The attack has prompted renewed scrutiny of the state's cybersecurity measures, particularly after a bill proposing a centralized security operations center was not passed by lawmakers earlier in the year.

Assembly Bill 432, which would have established continuous monitoring of state networks and offered protection to local governments and school districts, failed to advance beyond committee. The bill's sponsor, Assemblyman Toby Urich, had previously warned that Nevada was a high-value target for cybercriminals. In light of the recent attack, there is speculation that the bill may be reconsidered in an upcoming legislative session.

As the recovery efforts following a cyberattack targeting Nevada agencies enters day 10, new questions are swirling about whether it could have been prevented. Months before hackers crippled state computers, lawmakers heard a bill to strengthen cybersecurity, though they did not pass it. Good morning Las Vegas reporter Haley Gravitt joins us to share the impact this bill could have had on Nevada had it been instated before the state's historic cyberattack. Haley, a lot of folks thinking twice about this. Definitely, and it was on lawmakers' minds a couple of months ago, Justin. Lawmakers believe Assembly Bill 432 could have been a safeguard against a cyberattack. The bill would have created a centralized security operations center to monitor state networks 24-7 for threats. Henderson Assemblyman Toby Urich sponsored the bill back in March. He warned lawmakers that Nevada was a high-value target. His bill would have created a centralized security operations system. The system would have constantly watched for signs of intrusion. It would have allowed local governments and school districts to opt in for that protection. During a March 24th hearing, Urich outlined the threats in essentially precedent terms. Make no mistake, we are a high-value target. Between our tourism, gaming, financial institutions, government databases, and critical infrastructure, we are not just a neon oasis in the desert. We are a blinking bullseye for bad actors across the globe. And Urich warned that cybercrime was no longer an abstract threat. He said it was personal, pervasive, and hitting closer to home than ever before. The Republican lawmaker made it clear that Nevada was a high-value target. Instead of getting a final vote on the Assembly 4, it was sent to the Ways and Means Committee. The bill died there without another vote. And it can take several months up to a year to get a bill into law here in Nevada. But what is clear is that after 10 days of the cyberattack crippling state operations, Urich's warnings have come true.
