Republicans in the Senate killed a resolution on Wednesday that would have put limits on President Trump's ability to take action in Venezuela. Vice President JD Vance had to step in to break the 50-50 tie.

Senate Republicans have voted to kill a resolution that would have limited President Trump's ability to take military action in Venezuela. The measure, introduced by Senator Tim Kaine and supported by some Republicans, was ultimately tabled after assurances from the administration that there are no plans to deploy ground troops.

The Senate session also included calls from Democrats for the impeachment of DHS Secretary Kristi Noem, citing actions by ICE, and confirmation that Senator Alyssa Slotkin is under federal investigation related to a video about military orders. The impeachment effort faces uncertainty due to the Republican majority, and Slotkin and others under investigation have stated they will not be intimidated.

Republicans in the Senate have killed a resolution that would have put limits on President Trump's ability to take action in Venezuela. Five Republicans had broken rank last week to advance a war powers measure. Many concerned about the possibility President Trump would order troops on the ground in Venezuela. One of those senators, Missouri's Josh Hawley, spoke before the vote about what changed his mind. I've had multiple very substantive discussions on this issue over the last five days and you know what the administration told me all the time was they said we think that this is ties our hands and I said my concern is ground troops in Venezuela without congressional authorization and they said well we don't want to do that. CBS News congressional correspondent Nicole Killian joins me now. Nicole, how did this play out? Well it played out with the Vice President J.D. Vance having to break a tie here. Obviously this was a very close vote and rightly so. Obviously there were passions on both sides of this issue in terms of Senator Tim Kaine, the Virginia senator who introduced this resolution, who basically feels that you know the president's powers need to be reined in here and that there should be congressional approval for any further military action. He also had the backing of Rand Paul, a Republican, and as you mentioned five Republicans signed on just last week to procedurally advance this but what we saw tonight was this point of order, if you will, to basically table or kill the measure. Republican leaders argued that because there are no troops on the ground in Venezuela this really isn't as urgent a matter that needs to be taken up right away and so basically they tried to deprivilege this resolution and so that is the vote that we saw this evening with both Senators Hawley and Senator Todd Young, both who supported the efforts to advance this resolution, turn around today and vote to in effect kill it. And Nicole, some Democrats are now calling for DHS Secretary Kristi Noem to face impeachment. Yeah that's right, this is a measure that was introduced by Illinois Congressman Robin Kelly who put forth articles of impeachment today against Homeland Security Secretary Kristi Noem. She basically says that this was not an knee-jerk reaction simply to the situation that occurred last week in Minneapolis with the shooting by ICE of 37 year old woman Renee Good but that this is something that she did put a lot of thought behind considering ICE's actions in other cities including hers in the Chicago area so she says she has 70 co-sponsors for this measure that this is really about accountability on the part of Secretary Noem that she needs to in effect leave office and leave her post. The Department of Homeland Security for its part though said that look the secretary and the department simply trying to do its job here that DHS is a law enforcement agency enforcing the rule of law passed by Congress so obviously with Republicans in the majority unclear that this will really advance or go anywhere. Speaker Mike Johnson already condemning this move on the part of Democrats. I also want to ask about Senator Alyssa Slotkin who confirms she's under federal investigation. What is she saying? Well look you know this is a continuation of this controversy that we saw emerge from late last year where you had this group of six Democratic lawmakers both senators and members of the house who have some backgrounds in national security who basically put out this video encouraging troops not to take illegal orders or reminding them of the importance of not doing that and so subsequent to that we have seen that many of them have now come under investigation in the case of Mark Kelly investigation by the Pentagon investigation by the FBI and then now today we learned that the Department of Justice also now investigating some of these members including Senator Slotkin and Congressman Jason Crowe. They today saying though that they will not be intimidated by the administration's actions. Nicole Killian, thank you.
